ColombiaStampless Mail1859, July 27. Entire letter from Bogota to Rionegro, extraordinarily charged at 20 centavos rate on dispatch with matching "20" marking and "Bogotá/Franca." oval handstamp, both in blue. Instead of having applied the corresponding 1.9.1846 tariff, i.e. 15 centavos for the single weight, it was charged as per the new rate to be into force on 1st September with the first issue of postage stamps; therefore this usage anticipates by over one month the period of validity of this fee and, coincidentally, the letter is dated on the day of publication of the decree issued for the new rate. Only two items are recorded with this rate out of the period of validity, both included in this sale.
