1863 1/2r-2r Black Garcia essay speciallized study written up on pages, over 45 essays in both black and blue with a very large portion of those being the scarcer blue including a lovely vertical block of 22 being the two left vertical rows of the sheet showing all three values, in addition there are 47 blue essays with bogus ""Franco"" in oval cancels including a block of 30 (5x6) of the 1r and 2r values, also a couple of bogus covers, the collection is rounded out with a group of color trials of various colors including red, beige, blue green and others, includes a sheet reconstruction lacking only four positions in blue green, finally some revenue surcharges on Garcia type designs and some forgeries, fine-very fine throughout; Justiniano Garcia was awarded a contract in March of 1863 for producing stamps for the government, he acquired the contract by bidding in auction for the income of the postal service for one year for which he had to supply the stamps and pay a minimum fee of 17,000 pesos, he was the only bidder to offer the minimum, he was awarded a contract for two years at Mr. Garcia´s request but in April, a little over a month after the contract was granted it was rescinded, the stamps had been printed, however they remained unissued and none were placed in use; a lovely and scarce collection of these early issues for Boli Estimate US$ 1,000-1,200
