Arthur, Chester A.. Twenty-first President of the United States (1881-1885); advocate of civil service reform, vice president under James Garfield, Arthur succeeded Garfield upon the latter's assassination; while a fairly obscure name today, after Arthur's death in 1886, Mark Twain wrote "[I]t would be hard indeed to better President Arthur's administration", appointed by President Ulysses S. Grant to the politically powerful post of Collector of the Port of New York in 1871. Autograph Document Signed "C A Arthur" as Collector of the Port of New York. Printed Oath of Office (8 x 6 1/3") prescribed by an Act of Congress, March 11, 1875. Signed by the office holder, John H. Davison with Arthur's signature below. Tape remnant on back, otherwise Very Fine.
