1923 shirt letter to the King of Nepal from the Tibetan Prime Minister, Sholkhang concerning the production of forged Tibetan banknotes and includes, "... I have consequently discussed the matter with my cabinet ministers and ultimately we reported this matter to H.H. the Dalai Lama XIIIth. His Holiness then has made a request to Mr Vakil Kaptan, the Gorkha Consulate in Lhasa to kindly announce that any forged Tibetan banknotes be collected by the local people can return to the Consulate office effective from such and such a date for which they will be replaced by genuine notes.
As a result of our joint effort, we have discovered the notes depicts the seal impression with the script of both Nepal and Tibet. The sample of this note has already been sent to your majesty. It was made by Mr Jog Ratna as we have discovered a few notes from a Khamps trader whose name is Ngawang Woeser, which he received from J. Ratna, A Newar business man. However, we lashed him physically under the impression that he could have been the man who jointly made, but no such evidence has been found from him.
Therefore, we hope that you will kindly order your consulate to make refunds of such notes to the individuals whoever returns to the consulate in the future irrespective of the expiry date.".
