Harry Charles Perry was born on 14 June 1877 at Hawkhurst, Kent. He was a photographer before he joined the Royal Navy on 26 February 1895. Serving as an Able Seaman up until 26 March 1911 he then briefly joined the Coastguard and was awarded his L.S. & G.C. on 17 May 1911.

Perry rejoined the Royal Navy on 31 July 1914 serving aboard Royal Arthur before going ashore on 15 October 1914. Joining the armed merchant cruiser Oratova from 17 December 1914, he saw service with her at Gallipoli before again going ashore on 23 November 1917. Perry returned ashore on 24 November 1917 and remained there until transferring back to the Coastguard on 19 June 1919, his medals were sent to him at H.M. Coastguard Aldeburgh. He died on 31 March 1977 at the Hartismere Hospital, Eye, Suffolk.
