John Payne was born at Piddletrenthide, Dorset on 8 March 1842 and enlisted with the Royal Navy on 14 October 1872 with the number 65970. He was serving with H.M.S. Duke of Wellington in 1875 when he was appointed Ship's Cook Class I, a role he remained in until 1881 when he was advanced Cook's Mate.
Payne was posted to Euryalus on 11 January 1882, being reduced to Ship's Cook Class I in May, he served in Egypt with this vessel in 1882. Returning to Duke of Wellington in 1883 he was issued his medal there and continued to serve until October 1886 when he was invalided from service.
