William Bell was born in 1898 and lived at 89 High Street, Invergorden, enlisting with the Cameron Highlanders on 4 April 1915 at Inverness. Serving at home for several years he was finally posted to the 5th Battalion and entered the war in France on 29 June 1917. Bell's records note him as on leave between 21 August-11 September 1918, suggesting that his award was won in the final months or even weeks of the war. He was discharged on 16 April 1919; sold together with copied service records, medal roll and M.I.C.
