William Isaac Jackson was born on 5 July 1887. Enlisting as Boy Class II on 8 November 1902 he began his service at H.M.S. Impregnable. Promoted Ordinary Seaman while aboard H.M.S. London on 5 July 1905 and Able Seaman aboard the same vessel on 15 February 1907. When the Great War began Jackson was aboard H.M.S. Shannon, this ship was patrol off Norway when hostilities opened. She spent the early months of the war conducting sweeps of the North Sea and almost caught the commerce raider S.S. Berlin on more than one occasion. It was aboard this ship that Jackson was promoted Leading Seaman on 1 May 1914.

After a spell ashore Jackson was transferred to H.M.S. Hannibal on 9 September 1915. Hannibal was an old Majestic-class Battleship which had just been decommissioned and pressed back into service as a troopship. She served in the Dardanelles in this capacity and later as a Depot Ship in Alexandria. After the war Jackson continued to serve, seeing service twice aboard H.M.S. Repulse and later Benbow, Iron Duke and Marshal Soult. Presented his L.S. & G.C. aboard Calliope he was to serve on only one more ship the Cleopatra before being shore pensioned on 23 January 1929.
