Francis Joseph Crisp was born at Hoxton, Middlesex on 21 January 1870. Enlisting with the rank of Boy Class II on 1 April 1885 he was promoted Ordinary Seaman aboard the depot ship Orion on 21 January 1888. Further advanced Able Seaman while stationed on the training ship Volage on 1 May 1889. Continuing his service, Crisp served with a number of vessels including Inflexible, Melpomene and Monarch.

Joining the Royal Fleet Reserve on 7 May 1904 he was re-mobilised for active service on 2 August 1914 and posted to the Cressy-Class cruiser H.M.S. Bacchante. Bacchante went into for the first time at Gallipoli, supporting the landings at ANZAC Cove on 25 April. She continued to provide fire support during Allied attacks in the area, leaving briefly to launch a raid on Ottoman shipping at Bodrum Harbour alongside the destroyer Kennet. She was not present for the evacuations in December 1915 but did remain in the Mediterranean until late 1916. Crisp was posted ashore on 11 February 1916 and served at Pembroke I until 4 June 1921 when he was demobilised.
