Charles William Fowler was born at Bristol, Gloucestershire on 1 May 1881 and worked as a Crane Driver prior to enlisting on 13 October 1899 as a Stoker Class II. He saw service prior to the Great War aboard such vessels as Thunderer, Antelope and Hussar, finally joining the Royal Fleet Reserve on 15 October 1911.
Recalled for service on 15 July 1914 Fowler was posted to H.M.S. Leviathan as a Leading Stoker and was promoted Acting Stoker Petty Officer on 1 January 1916. She was by this time the Flagship of the North America and West Indies Station, remaining in that capacity until early 1918 when she began convoy duties over the Atlantic. Fowler left Leviathan in May 1918, remaining ashore for the rest of the war. He was demobilised again on 11 May 1921; sold together with copied service papers.
