Frank Penlington was born in Wrexham, Denbighshire, North Wales on 1 April 1924. He was working as a leather stainer in 1939 and living with his father, who was a bricklayer, and his mother, Sophia Penlington (nee Price), at 20 Alford Street, Wrexham. He died in Tunbridge Wells, Kent in 1993, aged 68.
