Entire letter from Santa Marta addressed to ex-President General Tomás Cipriano de Mosquera in New York by whom would subsequently become President of the Senate Manuel José Anaya, showing fine red "Paid/At/Santa Martha" crowned circle with double-arc datestamp on reverse, carried to Cartagena and from there conveyed by British packet to St. Thomas (datestamps on reverse) where it was transferred to an American vessel heading for New York. British "1/-" manuscript rate as per Act. 1 Victoria 1837 tariff, with 10 cents steamship due on receipt. Closed tear at top right corner. In the contents, the sender, as the Governor of the Diocese of Santa Marta, complains about the anarchic situation in the country and his resistance against the laws, as well as a meeting of the Congress regarding this resistance: "Aquí la situación no puede ser peor en todo, política y religiosamente (...). Ahora confiesan muchos desagradecidos que la administración Mosquera fué de las mejores. (...) Me han obligado a obedecer las leyes anticanónicas". The sender complains to General Mosquera probably trying to motivate his intervention in the country.
