Entire letter endorsed "Servicio" & "Ministerio de la Guerra" from El Rosario to Angostura, with contents being a letter of Appointment of Colonel José Veroz as Governor and Commander in Chief of the Province of Guayana (nowadays in Venezuela), signed, on behalf of the President Bolívar, by the Minister of War of the recently created Republic.
