Entire letter from Santa Marta sent free of charge endorsed "Servicio Patrio" (on Patriotic Service), sent to Sargent Major Obregón "donde se halle" (wherever he may be) by the Commander in Chief ("Del Comte. en Jefe" endorsement at bottom left) Mariano Montilla, just two months after the liberation of Santa Marta (Montilla would liberate Cartagena on October 10), with signature of Montilla inside and "Dios y Libertad" ("God and Liberty") patriotic mention, stating instructions to give the command of the Alto Magdalena Battalion to the Lieutenant Colonel and Major Sargent Higinio Camacho.
