Rumania1868, 2 bani orange, well margined pair, in combination with 1871 5 bani vermilion, just touched at base, otherwise clear to large margins, all tied by Braila c.d.s.'s on 11 July 1871 cover to Bucharest, backstamped on arrival. The 9 bani franking is underpaid for the 10 bani single rate per 15 grams (introduced on 15.10.1870); nevertheless the cover was considered as fully paid, as confirmed by the framed "P.D.", as a result of 1 bani denominations not being available at that time in this office; as a matter of fact, the cover was dispatched during the emergency period in which bisects were allowed for franking. An exceptional example of underfranked, instead of overfranked, mail in this period, exhibiting a unique and fascinating mixed-issue franking.
