1888 Small Dragon Overprints

Taiwan was in the process of updating its postal service. Robert Hart was still developing the Customs postal system on the mainland and wanted to use his system in Taiwan. In an attempt to intervene in the Taiwan postal system he overprinted some Small Dragon stamps with the Chinese characters for "Taiwan Postage Stamps" and "FORMOSA". In the end Taiwan's postal affairs were placed under the control of the Governor and Hart's Customs Post was not invited into Taiwan
