Naval Officers' Privilege Rate
1864 (31 Oct.) Burke envelope to Dublin "Via Marseilles" and marked "Naval Officers Letter 'Severn'" bearing no watermark 12c. and Crown CC 8c. tied by "B62" in blue with boxed "insufficiently-paid/fine/more to pay" boxed handstamp in blue (Proud UP2) with a total of 1/- due, circular "more/to/pay" with "1/-" rate mark changed to "1/6"; the reverse with Hong Kong despatch in blue, London (13.12) and H&K Pact (13.12) c.d.s. There is some peripheral soiling. A very good example of incorrect application of the 20c. privilege rate, this letter was put in the civilian post and not collected from the navy vessel.

Note that a similar cover from the same correspondence is marked in red ink, "not privilege posted at Local Office"
