x India Covers and Cancellations The Seistan Commission In 1903 India was appointed to arbitrate on border disputes between Afghanistan and Persia, and an Arbitration Commission was set up with headquarters at Bundi Siestan in Persia. 1907 (Feb.) envelope (opened-out) marked "via Quetta & Bombay" to England, bearing Persia 1903-04 1ch. lilac and 1906 imperf type-set 6ch. carmine marginal pair with sheet number, twice cancelled by good strikes of the "kuh.malek.siah.ziaret" intaglio seal h.s. in black and showing, on reverse, two fine strikes of the "koh-i-malik-siah-ziaret-indian-p.o." c.d.s. plus Sea Post Office transit d.s.
