India 1898 (28 Nov.) envelope from England to Musician Dickason serving with the 1st. Norfolk Regiment at Umballa, bearing 1/2d. vermilion pair cancelled with Stonehouse B.O., Plymouth squared-circle d.s., found to be overweight and showing boxed "cannot be sent/exceeds 1/2oz" h.s. alongside London c.d.s. (29.11) c.d.s., both in red; an unusual cover sent just prior to the introduction of Imperial Penny Postage Estimate £ 100-120 Note: This cover contravened the soldier´´s privilege rate by exceeding the 1/2oz. weight limit. It was returned for the additional postage of 1 1/2d. which was not paid and the item was not sent. If the cover had been sent one month later, after the introduction of Imperial Penny Postage on 25 December 1898, the cover would have been sent and Musician Dickason charged the deficient postage
