Cape of Good Hope 1860 (1 Dec.) entire "From Private James Wabberly. No. 2310, No 6 Company 85 Regt." at Queenstown to the Postmaster-General at Cape Town, not countersigned by the Commanding Officer or showing any prepaid 1d. soldiers letter rate, the reverse showing despatch oval d.s. in black, indicating postage was not paid, and arrival oval d.s. (8.12) in red, indicating that there was no postage to pay; a most unusual cover being accepted as on "official" business. Photo Estimate £ 400-500 Note: Letters addressed to the Postmaster-General were regarded as official letters free of postage. Where a letter to him failed to be inscribed "On Her Majesty´´s Service", the writer was expected to pay the postage at the post office and obtain a refund after it´´s "Official" status was proved. As this letter is addressed to the Postmaster-General who, in any event, was authorised to refund the postage if he considered it to be on "official" business, the Queens Town Post Office has accepted the letter unpaid, and this was passed by the Cape Town General Post Office where postage could have been claimed
