Mifflin, Thomas (1744-1800). Delegate to the 1787 Philadelphia Convention and signer of the U.S. Constitution, aide to George Washington and Quartermaster General of the Continental Army, then Major General; President of the Continental Congress, Speaker of the Pennsylvania House of Representatives; President of the Pennsylvania Supreme Executive Council; first Governor of Pennsylvania (1790-1799). Document Signed "Tho Mifflin" as President of the Supreme Executive Council of Pennsylvania. Partially printed, 14 ½ x 12", Philadelphia, July 22, 1789 - official pardon and exoneration of John Wilson "late of the County of York [who] hath been attainted of High Treason". Mifflin signs in large hand at left below blind embossed state paper seal; Charles Biddle attests and signs lower left as Secretary of the Council. Supreme Executive Council heading above, State Arms indented at left. Tear center right into body (losing a few words), minor paper tape backing, otherwise Fine.
