"...according to a Resolution of CONGRESS..." for the purpose of raising fund for the payment of debt and expenses related to the Revolutionary War. Ornate indent at left. Partially prepared remainder signed "E. Campbell," series P. Complete indent and stub. Uncirculated, with a few light traces of rust in the generous left margin only.
