Sherman, John (May 10, 1823 - October 22, 1900). Secretary of the Treasury under Rutherford B. Hayes. American Republican representative and senator from Ohio during the Civil War. He also served as Secretary of State. Three time Republican presidential nominee. 11-page ALS. October 4, 1877. On Treasury Department, Washington, letterhead. To Charles Frances Conant, London (the department's funding agent, placed in charge of the financial transactions of the government in London in relation to refunding the national debt. He spent three years in London, overseeing the sale of U.S. bonds in the European financial market). Sherman's letter discusses the state of the money markets in the U.S. and the anticipated consequences concerning the "four per cents" and "5-20's." This is an intimate glimpse into the economic policies and plans of a U.S. Secretary of the Treasury, something newspaper reporters of that era would have given their right arms to see.
