Just before hostilities broke out, CSA Secretary of the Treasury Memminger placed an order with the National Bank Note Company in New York City for the bank note plates that printed this bill. When the War Between the States commenced, Federal authorities visited the National Bank Note Company and seized the plates. From that moment on, the CSA Treasurer had to utilize the limited resources of the South in order to obtain plates, paper, and ink to fill the critical need for bank notes. The quality of notes issued later in the war varied; some issues were adequate, others not so adequate. None would match the quality achieved by National Bank Note in this first series of "Montgomery" notes.
