Charles Whiting: 1d. essay number 12 in black and red, printed by the Congreve method, mounted on a printed lettersheet headed, "The Fears of the Paper-makers and Stationers about Collecting Postage by means of Stamps Allayed" and quoting Rowland Hill's recommendations for the use of "Small Adhesive Stamps".
