1839 (17 Sept.) letter to the Lords of the Treasury from Richard Doughety, Co. Donegal. This long letter (with full transcript) raises a number of points, the writer believes that any new and novel way of paying postage with not be favoured by the public, including the used of prepaid envelopes and the sender not being able to pay for return postage. The letter is soiled from storage but does indicate a view of the new proposed postage
