Hector Baskerville Jackets was born at St.Andrew's, Plymouth on 6 September 1874 and had been a Dairy Boy before he enlisted into the Royal navy on 6 September 1892. He served on Phoebe between 13 November 1895 - 25 March 1899 and had been promoted from Able Seaman to Petty Officer 2nd Class during his time aboard that ship.

He was promoted to Petty Officer 1st Class on 10 April 1900 and received his L.S. & G.C. medal in September 1907. With the outbreak of the Great War, he was serving on Commonwealth which he did until 30 October 1915. He then served on Vivid between 31 October 1915 - 12 January 1916, before then serving on Valiant from 13 January 1916 - 26 November 1918. He was discharged from the Royal Navy on 9 April 1920.
