1840 (December) No. 21 titled "Instruction To Postmasters, Sub-Deputies, and Receivers" announcing the introduction of Registration - "On and after the 6th January next, a System of Registration will be adopted, which will be applicable to all descriptions of Letters without distinction, whether they Contain Coin or Articles of Value or not.". Folded in a few places though in good overall condition and scarce.
