1899 (17 Nov.) large part OHMS letter, signed by H.M. Tarrant and addressed to The Collector, Kampala, complaining that mailmen have been sent down without rations; turned sideways and addressed OHMS to Collector, Luba's in the hand of F.W. Isaac; piece postmarked Luba's (17.11.99),  probably an arrival c.d.s.
Note: This is thought to be the earliest recorded "official" message by post in Uganda claiming  free transmission.
