1899 (25 May) letter headed "Kampala", marked Circular No. 22, addressed to Dr. Milne at Bedden Island (Fort Berkely), from Acting P.M.O., Uganda Protectorate, pointing out "Certain letters recently posted in this Protectorate having been stamped with East Africa Protectorate stamps, I am requested by H.M. Acting Commissioner to draw the attention of Officials of the Medical Department to the fact that no stamps but those of the Uganda Protectorate are available for use within its borders"
Note: This circular would haved been sent by military runner following up Major Martyr's expedition. In fact, Dr. Milne was more likely to be tempted to use stamps of the Sudan than stamps of B.E.A.
