Joseph Richard Stivey was born at Devonport, Devon on 30 October 1893 and enlisted with the Royal Navy on 29 April 1912. Rate as a Sick Berth Attendant by the outbreak of the Great War he was employed at Plymouth Hospital for the first year of the conflict. Briefly removing to Suffolk in May 1915 he was back in Britain by 26 August 1916.

Stivey was posted to the newly built destroyer Valorous on 20 August 1917, the day before she launched. Serving with the 11th Destroyer Flotilla for the rest of the war he left Valorous in February 1919, just before her move to the Baltic. Continuing to serve he was advanced Sick Berth Petty Officer with Diligence on 12 June 1925 and further promoted Sick Berth Chief Petty Officer on 12 May 1933 at Plymouth Hospital.

It was in this rank that Stivey was pensioned on 28 April 1934. Returning to the colours during the Second World War he was posted to Plymouth Hospital on 20 March 1940 and later to the training establishment Osprey on 13 January 1941. Toward the end of the war Stivey became seriously ill, returning to H.M.S. Drake he died of his illness on 13 February 1945.
