Veracruz 4r., single and horizontal bisect, lightly tied by dispatch cancellation to entire letter from Veracruz to Puebla, dated February 12, 1858. MEPSI certificate stating "no opinion", indicating the committee could not reach a consensus; this does not imply the item is a forgery. The main concern is that the Veracruz district had no known need for bisects, given its ample supply of lower denominations, especially from the main office in the city. However, this item may represent a postal fraud by reusing a cancelled stamp and converting it into a bisect, potentially orchestrated by the addressee in collusion with a postal clerk. A very interesting item, sold "as is". Scott 4, 4a.
