B.E.M. London Gazette 11 July 1940. The original Recommendation states:

'Has shown outstanding ability and capacity for detailed work in connection with a very highly technical and new branch of Intelligence. His contribution to the efficiency of I(s) has been invaluable.'

James Arthur Garnett was one of 76 recommendations for British Expeditionary Force work in France to the Army.
