Francis Tynan was born on 28 July 1886 and lived at Folkestone, Kent prior to joining the Royal Irish Fusiliers. Entering the Great War in France on 22 August 1914 as a Company Quartermaster-Sergeant he saw action first at the Battle of Mons. Surviving the rigours of the Great Retreat and the victory at the Marne, Tynan was at some stage appointed acting Regimental Sergeant-Major. Still serving in this role at the end of the war, he was confirmed in the rank and awarded the M.S.M. and French Medaille Militaire.

This was not the end of Tynan's career, and he continued to serve with the Regiment to be commissioned Quartermaster and Lieutenant on 29 August 1923. He remained with the Royal Irish Fusiliers until 29 August 1931 when he transferred to the Royal Berkshire Regiment as Captain (Quartermaster). Tynan finally retired on 31 August 1936 with the rank of Major (Quartermaster) and appeared on the list of officers on retired pay during the Second World War. Finally, after a remarkable career, he resigned his commission on 23 February 1949, retaining the rank of Major (Quartermaster).

Further entitled to the 1914 Star, clasp, British War and Victory Medals along with a General Service 1918-62 medal, clasps Iraq and North West Persia.
