Thomas James Harlow was born at Chilham Lees, Kent on 12 December 1879. Enlisting in the Royal Navy on 26 January 1898, he went ashore by purchase on 4 March 1904 and joined the Royal Fleet Reserve the following day. Rejoining on 8 August 1908, he served at home during the Great War and was released on 27 February 1919.
