Charles Henry Frank Copper was born at Lee, London on 27 December 1896 and was a clerk at a fruiterer upon his joining the Royal Navy on 28 December 1914. He served afloat with Arrogant from 2 November 1917-5 August 1918 and Perthshire from 9 August 1918-30 August 1919.
