Thomas Vivian Power was born on 16 September 1878 and was entitled to the Tibet Medal with clasp 'Gyantse'. By 1912 he was a Warrant Officer at Ferozepore (Indian Army List, refers). During the Great War he served at 5 Base Supply Depot in France from 25 November 1914-30 September 1916.
