1839 (21 March), Henry Hooper's printed Postal Reform circular, addressed to the Editor of the "Fifeshire Journal, Cupar", with red (Crown)/"Free" datestamp of 26 March 1839, and signed by Edward Protheroe, M.P. for Halifax; fine, important and rare. The gratifiend ewcommendation of An Uniform Penny Postage and Uniform Penny Postage by the Select Committee of the House of Commons seems to them to demand increased energy to obtain its triumphant success ..." Note: Henry Hooper, a London publisher, sent out his printed circular letter to Newspaper editors on 21 March 1839, seeking press comment and publicity. He asked editors to include full details of the recently published final report from the Select Committee on Postage and to arrange their own pro-Postal Reform petitions.
