Maberely, secretary to the General Post Office (1836-54), who vigorously opposed Rowland Hill's Penny Postage Scheme, requesting that "In those cases where adhesive stamps are used .... they may be placed on the front of the letter and upon the right hand corner on the uper side...."; some creasing but otherwise exceptionally fine and fresh.
