The Establishment of the Post Office
1894 (30 Aug.) a printed letter from the Deputy Postmaster-General of New South Wales asking to be furnished with examples of all the stamps, post cards and Stamped Envelopes issued at Chinkiang, offering a reciprocal arrangement for their stamps. Usual folding creases. A delightful inter-post office letter before the establishment of the U.P.U.

It was important for post offices to know which overseas stamps were legitimaate issues in order to prevent possible fraud. Later the U.P.U. issued sets of Specimen stamps to all participating postal authorities
