William Henry Minter was born on 12 December 1857 at Ramsgate, Kent. He enlisted in the Royal Navy on 1 January 1873 as Boy 2nd Class, and served aboard a wide variety of ships including St. Vincent, Duke of Wellington and Bittern. Steadily rising through the ranks, he was appointed Petty Officer 1st class aboard Canada on 11 May 1885 and was promoted Acting Gunner in 1886, ending his career a short while later at the 'stone frigate' Excellent, on Whale Island near Portsmouth.
