1931 (10 Dec.) letter from Arthur Ruck Printers, Windhoek, providing a quote for the printing of "10 000 Stamps as per attached sample on red gummed paper", with red paper sample gummed to foot with unissued proofs of typeset stamps denominated 2/6d. on buff paper in vertical pair, the frame reading "Otjiwarongo Urban Area Location Tax". These unique proofs were previously unrecorded, and the (extremely rare) stamps were issued perforated and with a different, smaller font for face value. Offered with a group of cards and documents for location tax for Herero tribe and administration documents for Location tax in Windhoek. A most interesting group. Photo
