1908 (7 July) the General Post Office of the Qing Dynasty in Peking sent an official letter to Tianjin De Cuilin, bearing C.I.P. 2c. tied by Peking bilingual c.d.s., on the reverse with Tianjin arrival c.d.s., the original letter inside uses the special letterhead of "Inspectorate General of Posts / Postal Secretart's Office".
The recipient, De Cuilin, is a British-born German, an important figure in China's diplomacy and Tianjin's urban development in the late Qing Dynasty, and participated in the issuance of large Dragons stamp.
1908年北京大清總郵政司公署寄天津德璀琳公函1件,信封為郵政司公署專用公函封,封舌出有“總郵政司公署”中英文壓鼓標識,貼倫敦版盤龍紅2分1枚,銷北京戊申七月初九英漢腰框戳,背有天津到達戳,內附原信函,信函使用“大清郵政總局秘書處”專用信箋,保存完好,清代郵政司公署為郵傳部自1906年開設後專司郵政業務之部門,至1909年此機構消失,存在時間極端,留存實物非常少見。收信人德璀琳為英籍德國人,為清末中國外交和天津城市發展之重要人物,曾參與過大龍票的發行
