1894 (5 Sept.) printed envelope of the U.S. consulate in "Fuchau" to Swansea, carried privately to Japan where a Koban 5s. was added and tied by Yokohama c.d.s. (27.9). Underpaid as the 5s. rate was to U.S.A. only and bearing a good strike of the Yokohama tax handstamp, "25ctm" in pencil and handstruck "5d" applied in the U.K.; marked "Refused" twice and with Swansea (6.11) and "R.L.B." c.d.s., the reverse with Swansea (5.11), London Returned Letter (8.00) and faint Shanghai Local Post (24.3) c.d.s. along with bilingual "Refused" struck in violet. With the original letter which gives prices for bulk purchase of the first issue Foochow stamps.

A good letter sent during the Sino-Japanese War; there was no direct link between China and Japan and this mail needed to be carried privately to Japan. Photo
