1900-06 C.I.P. no watermark 1c. brownish orange, block of four, each stamp with bilingual surcharge "Five Dollars.", fine mint. Believed by Sir David Roseway to be possibly a Revenue, as reported in The China Clipper, Vol. XX, No. 4 (November, 1955), p. 4. To date, there has not been any explanation as to why and where this elusive high value surcharge was applied, though it could also probably have been intended for use on Remittance certificates.
