1901 (May 19) Plain Captain Twining Cover to Tongku, franked with CEF overprint India QV 3p pair, tied by Base Office cds, green BRA 5c on CIP at left and tied by Railway Post Office Tientsin round chop in violet, FPO No 4 arrival cds on reverse, a late letter service charge was introduced on 20 April 1901, BRA 5c was used for the collection of the 5c fee, and could only be used in combination with CEF stamps, this late fee charge was abolished on 20 May 1901 and BRA 5c stamps were then withdrawn.
