1901 (May 19) Plain Green Cover Addressed to Captain Twining at Tongku, franked on front with CEF overprint India QV 3p Carmine pair, tied by Base Office cds, Green BRA 5c CIP added at left and canceled by Railway PO Tientsin round chop in violet, on reverse FPO No 4 arrival cds, a late letter service charge was introduced on April 20, 1901, BRA 5c was used for the collection of the 5c late fee and can only used in combination with CEF stamps, this late fee charge was abolished on May 20, 1901 and BRA 5c stamps were then withdrawn.
