WGreat Britain Postal History Historical Documents 1849 (26 Mar.) letter from Rowland Hill at Hampstead, to the Postmaster General, the Marquis of Clannicarde, "The continued exhortations from the Treasury for the complete consolidation of the two Corps of letter carriers ..." and goes on to suggest, " First that Col. Mabury at once retire on his full salary, but with the understanding that Government is to have a claim to his services whenever a suitable vacancy shall arise in any other department ... Second that meanwhile my salary continue at its present amount ... it still appears beyond all doubt to your Lordship & the Treasury that even with the increase the change has proved decidedly economical", and is signed "Rowland Hill".
