Racey served as a Government Official for the Uganda Protectorate, and was mentioned for ´good services rendered´ during the operations on Fort Lubwa´s (23.9.1897-24.2.1898), during which time he supported Lieutenant Fowler R.N. with a Maxim gun on an operation to shell an enemy dhow (15.12.1897).
