x CANADA Campaign, Expedition and Military Mail 1885 (5 Oct.) officer´s concessionary envelope registered from Lt.-Col. W.A. Forest at Winnipeg to W. Mulock, M.P. at Toronto, signed by the Paymaster to the Forces using his handstamp and bearing 3c. orange and Registered 2c. vermilion each cancelled with two-ring mute targets and showing a light strike of the Winnipeg oval registered d.s.. A rare officer´s letter concessionary mail franking. Photo Estimate £ 400-500 Note: Officer´s mail was not normally eligible for the reduced rate, but the Post Office Inspector´s Office note of 23 April 1885 quotes "...extend the privilege to all officers and men now on active duty in Manitoba and N.W.T."
